There was a long discussion on this photo as well as the Mike Pence portrait. Through an OTRS ticket, the author has not released the works regardless of whether or not the White House says it is. This photo was also asked to be undeleted in July 2017, but was ultimately denied. This file should be deleted based off of prior discussion(s). • Keep. The official government website from whence this image came has a link to “copyright policy” which says: “Except where otherwise noted, third-party content on this site is licensed under a Creative Commons Attribution 3.0 License.” If someone is disputing that, they should file a lawsuit, IMHO.   • The official claim by the federal government is current and public. In contrast, the OTRS claim is old and stale. Neither Doug Coulter's Facebook page nor his Instagram page suggest that these images are not licensed under a Creative Commons Attribution 3.0 License as the federal government says.Anythingyouwant (talk) 06:08, 22 October 2017 (UTC)

According to the Administrators and OTRS volunteers, ticket:2017050810015705 contains the information from the author himself. They've already verified it, so we clearly cannot use it. • Delete. If OTRS reviewers and WMF have confirmed that this is not in the public domain, that is the end of the story. It's perplexing that this is so, and I wonder at the exact facts here, but the entire community doesn't always get the satisfaction in cases like these. • Comment - Sometime today, I am planning to Twitter DM Doug Coulter, the copyright holder of the photo, and ask him about whether it is actually free. Kept: Although Coulter does not name a specific license, it is clear that he is OK with the image being on Commons. He says, among other things, "Coincidentally, I looked at the image again today and noticed it reflected the proper authorship, Doug Coulter. If this can be left as is, it’s fine with me." It seems to me that that is a sufficient expression of intent that the image should be left on Commons in accordance with our rules -- a free license with attribution required. .     Jim . . .
