中文：区旗为一面红蓝二色拼接的旗面，居中有三颗白色的五角星图案。

主题背景颜色的红、蓝二色占比相同，三颗五角星整体居于旗帜中心。 红色象征勇敢、革命与奋斗；蓝色象征包容、梦想与未来；三颗五角星分别象征平等、自由与民主。

区旗的整体寓意为：第一特区政府将以法治为基础，实现文明和正义的社会。以民主、自由、平等为核心价值观，与勇敢顽强的各族人民团结一致，彼此包容、携手奋进，共同建设新特区，共创美好未来。
