Because in that category almost all the files are named ´Dimos XXX' with or without a preceding year (2010 refers to Plan Kallikratis, I assume). Even if you renamed a bunch, you wouldn't be harmonising anything: i.e., it doesn't fit into Criterion 4. It would fall under Criterion 3 if the name were obviously erroneous, which it isn't in my opinion. You're trying to do cosmetic changes which are not encouraged in file names unless they are essential. If it were important to signal that the prefecture is not longer official, this can be done either in the descriptions of the files or through categorisation if it affects many files. Filenames should remain stable and unchanged in most cases unless they are meaningless, obviously erroneous or they violate the policies. Please read Commons:FR in detail before attempting further renaming.

As a side note, this is also discouraged. If you prefer to use Greek (which is perfectly acceptable for filenames) then you shouldn't use Greeklish, η χρήση Ελληνικών χαρακτήρων είναι προτιμότερη. Qoan (dis-me!) 11:17, 21 September 2020 (UTC)[reply]

I think is essential because the municipality of Athens covers only small part of the center of Athens nor the athens in general nor the Athens Central regional unit (this municipalities along others). I thing the districts of Athens municipality is essential change for the reason above.
