What Zil says: these categories are for files that were mass-uploaded and therefore needing human review, not only for categories. Jean-Fred (talk) 15:03, 23 July 2011 (UTC)

Then the bots can change destination to, for example, category:commons media maintenance, category:WikiProject Aviation.
