License update

Do not allow a revocation of the 3.0 license. This might require two template versions, one for old files which are CC BY 3.0 and CC BY 4.0 unless removed before the license change and another one for files uploaded after the change (CC BY 4.0 only). FDMS 4 23:35, 20 April 2015 (UTC)

More accurate date of license update
[edit]Compared with {{Kremlin.ru}}, which had changed license from 3.0 to 4.0 on April 8, 2015,
premier.gov.ru had changed license between April 13 and 19. Alex Spade (talk) 16:55, 30 July 2022 (UTC)
- Archive.org has not got other pages from premier.gov.ru on April-2015, which could help to define closer time range. I suggest, update was made on April 16 (on same date as its sistersite goverment.ru). Alex Spade (talk) 17:00, 30 July 2022 (UTC)
