Looking at http://premier.gov.ru/eng/about.html it would seem that the conditions would seem to prohibit Commons hosting these works.  — billinghurst sDrewth 21:29, 13 March 2012 (UTC)[reply]

License update

 Do not allow a revocation of the 3.0 license. This might require two template versions, one for old files which are CC BY 3.0 and CC BY 4.0 unless removed before the license change and another one for files uploaded after the change (CC BY 4.0 only).    FDMS  4    23:35, 20 April 2015 (UTC)[reply]

More accurate date of license update

Compared with {{Kremlin.ru}}, which had changed license from 3.0 to 4.0 on April 8, 2015,
