公法指調整國家各機構的地位及其相互關係和調整國家與公民之間的關係的各種法律。本書於1913年初寫成。內容包括主權論的隱滅、公務、法律、行政行為、行政訴訟、責任等7章。敘述羅馬時代與現代主權觀念的演進證明私法上個人意志獨立的原則消滅了,個人意志不能創立法律效力。著者認為:在公法上握有權力的個人背後沒有集合的主權主體存在,統治者不過是在一國以內持有主要的權力者,他們有完成某社會職務的義務,就是組織公務,並確保其施行。因此,法律不是主權國家的命令,而是公務或人群的準則
