以1928年7月21日修正公布,同年9月1日施行的《違警罰法》為根據,論述違警罰法的基本理論和內容。共17章。前9章為總則,講述什麼是違警罰法,違警行為的責任、罰則,處罰的加重及減免,違警的傳訊和時效等;余各章講述各種違警行為和罰則,如妨害安寧,妨害秩序,妨害公務,妨害衛生及妨害他人身體、財產的處罰等。著者認為「違警罰法」大體分為兩種,一是按罰則分類,一是按違警行為分類。當時中國的違警罰法是按違警行為的性質,參以罰則的輕重而分類的

Important note: Works of foreign (non-U.S.) origin must be out of copyright or freely licensed in both their home country and the United States in order to be accepted on Commons. Works of Chinese origin that have entered the public domain in the U.S. due to certain circumstances (such as publication in noncompliance with U.S. copyright formalities) may have had their U.S. copyright restored under the Uruguay Round Agreements Act (URAA) if the work was under copyright in its country of origin on the date that the URAA took effect in that country. (For the People's Republic of China, the URAA took effect on January 1, 1996. For the Republic of China (ROC), the URAA took effect on January 1, 2002.[1])
