(一) 特別類
1 由鄉村建設以復興民族之實施要點案(中心提案)
2 請由本社擬具華北各省救國教育辦法,呈請中央採擇施行案。
3 呈請教育部轉咨各省市政府,通令凡省立鄉村民眾教育機關區域內之鄉村政權,完全交由該機關主持領導案。
4 由本社函請上海各銀行投資鄉村,藉謀鄉村之復甦案。
(二) 行政類
1 呈請教育部規定民眾教育為師範學校必修科目案。
2 建議全國各教育行政機關,一致注重鄉村社會教育案。
3 由本社擬定社會教育人材訓練機關課程標準案。
4 呈請教育部將已規定社教經費應占成份,再令各省市縣切實執行,以利事業進行案。
5 由本社建議各民教機關,交換工作人員,以便觀摩案。
6 各省立民眾教育館應切實推行指導工作案。
7 各省市社會教育之視導,應由專人負責案。
8 由本社呈請教育部,通令各省市社會教育機關與鄉村教育機關,切實聯絡,以推進鄉村之社會教育案。
9 請本社擬定社教機關與其他機關聯絡合作之辦法案。
10 再呈請教育部明令公布社會教育之系統案。
11 請建議教育部明定社會教育機關服務人員養老金卹金辦法案。
12 呈請教育部令國立北平師範大學添設社會教育系,以推廣社會教育案。
(三) 設施類
1 積極提倡教育電影,以期增進社會教育效率案。
2 呈請教育部通令各省教育廳局,飭知各地社教機關,嗣後設施體育運動,應儘先代以勞作國術及鄉土遊戲,俾養成民眾對於體育運動之興趣,以恢復民族固有之精神,並以減少無益之消費案。
3 由本社通函全體社員在實施民教時,盡力推行新生活運動案。
4 擬請籌設各省流通圖書館,以普及鄉村教育為鄉村建設之基礙案。
5 積極進行合作事業案。
6 積極提倡或改良鄉村紡織副業,藉增農民生產案。
7 用本社名義呈請行政院,通令各省省政府,籌設新式農具製造所,並力於推行,藉宏農業案
8 呈請教育部改定民眾學校課程標準,增訂關於職業指導,生計訓練等材料案。
9 民教之宣傳與訓練,應酌量採用戲劇表演形式案。
(四) 社務類
1 明夏變通年會辦法,徵性質相同學術機關,合辦暑期講習會案。
2 由社編印鄉村建設刊物,以供有志鄉村建設者之參考案。
3 請由本社聯絡南京市政府與安徽省政府協商開辦南京及黃山二實驗區案。
(五) 臨時動議
1 本社本屆年會承河南省黨部省政府及省立各社教機關殷勤招待,更承年會籌備委員盡力援助,予以種種便利,大會全體會員應竭誠表示感謝案。
2 本社下屆年會地址應如何規定案。
3 請本社從事社教事業的社友,注意民族復興的目標,將實施概況,於下屆年會前用書面報告理事會,整理提交大會案。
4 請由本社選聘請社教專家,編譯社會教育實施叢書,並組織社會教育學術研究部,以備各地工作人員之質疑問難,而利社教之進行案。
5 積極籌設西安民教實驗區,以普及西北民教,推進西北文化,鞏固西北國防案。
6 請由本社決定具體方策,訓練全體民眾的團體意識,以復興民族,挽救危亡案。
7 呈請教育部促進西京文化博物館積極實現,以便搜集西北文化材料,復興民族固有精神案。
