4 列舉九經的功用和要義,說明為政之道,在乎由內及外,使天下人由親及疏,各得其所,以達和平安樂之治。

6 政治原動力在乎「誠」,而完成「誠」之德行,在乎力學與篤行。

四 中國政治哲學的精義
1 政治的理想和目的在提高「人」的品格,發揮「人」的價值和功用,修明「人」與「人」的關係,為政在人,一切以人為本。

第七節 行的哲學
一 行的哲學為唯一的人生哲學。
二 過去所行不發生效果的原因,由於未認清力行的真諦,因而沒有信心,沒有耐心和決心。
三 「行」的本義是什麼?行就是人生。——要效法天行,自強不息。
四 行與動的區別——動並不就是行,動是臨時的,偶然的,他發的,行是經常的,必然的,自發的。——動有善有惡,行則無不善,——行是繼續不斷的,動是隨作隨止的。
五 真正的「行」是天地間自然之理,是人生本然的天性,有目的,有軌道,有系統。
六 行的哲學無分於動靜,行是恆久的不輟的。宇宙皆為行之範圍。
七 「行」為「性」之表,與生俱來——人之生也為行而生,我們亦要為「生」而行。
八 行的目的,在增進人類生活,群眾生命,民族生存,國民生計。
九 「力行」就是革命。
十 革命的動機在救人,革命的本務在行仁。
十一 行的要素是「知仁勇」——行的精神就是真純專一,貫徹到底,處危若安,履險如夷,這就是革命的精神。
十二 行的原動力是「誠」,行的表現在創造在進取,在建設,在完成三民主義的革命,——行的極致就是殺身成仁,捨生取義。
十三 要應用科學的方法,注重「行」的四大要件
1 必須有起點——要找到着手之點,登高自卑,行遠自邇,不可越級開始,要從基層做起。
2 必須有順序,定計劃,定步驟,認清時間環境與事件內容,在事先確實準備。
3 必須有目的,朝着正大光明的目的與確定的目的做去,不達不止。
4 必須是經常的——革命力行只是平平實實的行為,用不着別出心裁的方法,與投機取巧的企圖。
十四 革命成功必須要有做無名英雄的志氣,冒險犯難視作平常,茹苦含辛,行所無事,尤其要不間斷,不中輟,立志有恆。
十五 篤信總理行易知難的學說,從力行中去求得真知,——「能知必能行」與「不行不能知」的意義,——唯有篤行才是力行,唯能力行才無所謂雜事。
十六 只要我們立定決心,抱着熱誠,照着我們信仰去力行,則抗戰必勝,建國必成,亦必容易達到我們革命的使命!
