第一 民族主義
(一) 民族至上,國家至上。
(a) 抗戰的意義——民族生存
1 抗戰是為了民族生存與國家領土行政的完整——抗戰的目的。
2 抗戰時為了民族生存與國家領土主權的完整——抗戰的止境。
3 抗戰時為了民族生存與國家領土行政完整,不是為了保衛蘇俄。
4 抗戰的準備是政府埋頭苦幹做出來的,是自動的工作。
(b) 抗戰的意義——國際和平
1 抗戰為民族生存,又為國際和平。
2 抗戰外交是認定一個敵人,不敵視別國,也不跟隨別國讎視他國。
3 不應懷疑政府外交政策,不許黨派供給政府外交政策。
4 太平洋問題的解決,在英美對日的抗衡。
(二) 內求統一,外求獨立。
(a) 中國四千年歷史是統一國的歷史。
(b) 民國來的割據內爭,大多受帝國主義操縱。
(c) 打破豪強割據,政府與民眾利益是一致的。
(三) 一面抗戰,一面建國。
(a) 抗戰時爭取民族對外平等,對內團結。
(b) 抗戰可以奠定民主政治的基礎。
(c) 抗戰可以建立民生主義的經濟制度。
第二 科學思想
(一) 科學運動必須是貫通自然與社會兩方面的。
(a) 一切活動需統一在政府系統裡面。
(b) 改行有組織有計劃的生活方法。
(c) 使有組織有計劃的生活永久化以消滅社會革命的再起。
(二) 科學運動必須貫通戰時與平時的。
(三) 科學運動必須貫通物質與精神的。
(四) 科學運動必須貫通感情與理想的。
