一、 行政三聯制度是行政道理的主要部分。
二、 要懂得行政的道理,就要知道政治與行政的分別。
(一) 政治人才與行政人才的分別;
(二) 總理的人民有權政府有能的道理;
(三) 要造成萬能政府,就要首先實行行政三聯制。
三、 行政三聯制分為計劃,執行,考核三方面的工作。
四、 過去行政上對與三聯制毫不注義的缺憾。
(一) 各計劃不是集中在一大原則下制定出來;
(二) 各計劃不能互相聯繫;
(三) 計劃與執行不生聯繫;
(四) 不注意考核,就無法知道已行的程度。
五、 計劃執行考核三者相互之關係及其聯繫上整個之作用。
(一) 以造房屋為例;
(二) 在計劃之前:應注意人地時事物個點;
(三) 在執行之際,要忠實去實現計劃;
(四) 執行考核後,可作為下次計劃的準備。
六、 行政三聯制第一部分重要的工作——計劃。
七、 三種設計的區別:
(一) 行政計劃與經濟計劃不同的地方;
(二) 行政計劃與軍事計劃不同的地方。

廿一、 行政考核縱的分類:
(一) 上級監督機關的考核;
(二) 上級直轄機關的考核;
(三) 機關自身的考核。
廿二、 行政考核橫的分類:
(一) 報告的審核;
(二) 派員視察調查;
(三) 設計員的考察。
廿三、 行政考核又可分作以下二類:
(一) 人的考核——考績;
(二) 事的考核——根據預算及計劃來的
廿四、 我所提出三種新的有效的考核方法:
(一) 年度政績比較表;
(二) 政績交代比較表;
(三) 某種事業進度表。
廿五、 行政三聯制是計劃政治,計劃經濟實施的基礎,大家要努力求其實施。
