Stahlkocher was elected in 2004. On February 16, 2008 he deleted 1102 files. These deletions represent 75 % of Stahlkocher deletions since 2004.
Background:
In summer 2007 I requested permissions for some of Stahlkocher's uploads („Source:ADL“). ADL was an user on de.wikipedia.org. Since most of his photographs were taken during World War II and the following decades, I asked for an author. ADL claimed to be the heir of the photographers or to have received the files for purposes of his aviation club. He always denied to provide a written permission via Commons:OTRS. Some days ago, I found out that a ticket exists but it’s doesn't fulfil the requirements of Commons:Licensing (as two OTRS members told me). The subject came up some weeks ago, when another ADL image with missing permission and comprehensible licensing/source was marked with a “no source” template. The debate can be found here: User_talk:Polarlys/Archiv3#Image:Ar_95.OLUO.JPG (German). On February 15, 2008, Stahlkocher threatened to remove “all images created by third parties”, (intentionally?) misinterpreting one of my statements on works by other authors. He did so one day later:
- deleting hundreds of files created by the United States Armed Forces (public domain, the only reason why we did not restore these images was a missing deeplink, but the reason for deletion (“no license”) was obviously wrong)
- deleting files created by himself, licensed under GFDL, examples:
- Image:Bochum Zeche Gibraltar Tafel Geologische Situation.jpg (covered by freedom of panorama, reason for deletion: “wrong license”)
- Image:Herten Prosoz Schild.jpg (covered by freedom of panorama, reason for deletion: “trademark”)
- deleting files created by other users and/or transfered from de.wikpedia.org
- deleting files in the public domain because of their age
The overwhelming part of this deletions is in no way connected with the causing debate. A lot of Stahlkochers reasons for deletions were obviously wrong and his improvable uploads (like the USAF files and files created by other users) demanded no immediate action resulting in such a degree of damage.

A closer look on some of the files uploaded by Stahlkocher shows also a limited understanding and acceptance of our project’s guidelines:
- insufficient or no sources
- wrong licensing (Image:Ludwig_Prandtl_1940er_Jahre.jpg – this file cannot be in the public domain because of its age)
- derivative works (Image:Fritz Ligges Goldmedaille 1972.jpg, Image:Rembrandt (Pferd).jpg)
- no proper permissions/no acceptance of OTRS (Commons:Deletion requests/Image:Schienenzeppelin a.jpg, Image:P&W R-1535.jpg)
- Commons:Disputes_noticeboard#User:LX_and_User:Stahlkocher
My conclusions:
- Stahlkocher used his extended rights to illustrate a point.
- There was no need for immediate action resulting in such a degree of damage.
- There is no apparent need for extended rights (37 restorations and 373 other deletions since 2004)
- There is an insufficient understanding and acceptance of Commons:Licensing.

- Stahlkocher apparently will not accept Commons rules. Already in 2006 and 2007 he was uploading files without permission (Image:BMW 003 1943 00037768 m.jpg) or doesn't give checkable source information (Image:CASAproduction1 USCG.jpg).
- Deleting hundreds of self uploaded files without a notice/diskussion at COM:AN or another suitable page is not acceptable.

- Remove Mass deletions because of en:WP:POINT alone is enough. In my book that's vandalism, and any admin who vandalises should not be an admin. The haphazardous or sometimes just very careless licensing just tops it off. (E.g. Image:Innenansicht Gasometer Oberhausen.jpg: claimed in 2006 to have author: "Nick Stahlkocher", source "Stahlkocher's collection", now deleted by him as "copyright violation".) - Comment. This requires very careful consideration. There are some very worrying aspects of this user's behaviour that seem to indicate a lack of understanding of Commons policies over a long period. To mass delete ones own files after they have been here for over a year (quite a bit more in some cases) with "no license" or "Out of scope" worries me a lot.
