Hello, images of records are almost never free, they are almost always covered by copyright. For a new image to be free, the person who created it must explicitly say that they are releasing their rights to it. Images uploaded to Commons must be free to use. Generally that means that either the uploader themself created the image (not that the uploader copied the image or just cropped the image), or the image is Public domain because it is old or was created by a US Government agency.
