Please sign your name on Talk pages by typing ~~~~. To link to an image page without embedding the image, type: [[:File:Foo.jpg]], which produces: File:Foo.jpg. You may enable gadgets (custom features) for your account. There are several tools to upload files. Have you edited Wikipedia before? This guide might be useful. Made a mistake? Do you want to have a file renamed or moved? Use the move link and wait for an authorized user to rename it. Do you want to have your recently uploaded picture removed? Tag it as {{speedy|reason here}}. For more information read the deletion guidelines.

@Hedwig in Washington: My name is Mkdw. I have been granted permission by Steven3845 to publicly disclose that he is Kent G Becker, the copyright holder and owner of the image deleted. In the past, I have reached out to Kent to ask that he upload some of his work to the Commons because I found his work on his photography website. A copy of this correspondence is captured on the OTRS at ticket:2015120510013257. I recently asked Kent to upload a photo he has of Martine van Hamel. He did so bit it was deleted before I could help him adjust the attribution and license. The website you linked as your copyvio source is actually a mirror of his flickr account https://www.flickr.com/photos/notmydayjobphotography

Please let me know if you think this would be enough verification to authenticate their identity as the copyright holder. I would be concerned any further investigation into the editor's identity would be beyond the normal threshold for other permissions queue submissions and their privacy infringed beyond the scope required by a typical Commons uploads.
