Upload restriction

I have restricted you from uploading files until you can demonstrate that you are willing and able to properly curate your uploads. Despite warnings, you have continued to upload files with non-useful filenames and descriptions. Additionally, you have uploaded several duplicate files that were exact copies of images in the same categories you added them to. You even uploaded one of them a second time after it was deleted. Oh bummer. That is disappointing to hear. I was only trying to locate and add images to categories and pages that seemed to be lacking in them on here. Is it only for uploading Flicker images on here or can I still upload pictures that I have taken myself? How long until this expires? I have warned you multiple times about these issues, and other uploads have previously been deleted as duplicates. The upload restriction is for all files, and is indefinite until you can earn back the trust you have abused. You should do so by adding useful descriptions, and requesting moves to good filenames, for the files that you have previously failed to do so for. (I have already deleted the duplicate files.) Have I done something to offend you? If so I apologize. In all honesty I don't see exactly what I've done wrong. I was just uploading some images of vehicles to be used on Wikipedia articles that I was editing or was going to edit. Its not like I was uploading anything inappropriate or anything that the owners of these photos didn't allow. True it looks like I may have accidentally posted some duplicate images by mistake but that is an easy fix once they been marked for deletion. If this is about the descriptions of some of the images then I also don't see what the issue is. I've seen several other users doing the exact same thing of uploading an image of the exact same subject matter even from the same flickr account who provide less information than some of my uploads do. I have at least been providing the categories for the images to help users narrow down and find them for the required subject that they show and represent. Commons is an archive - it is intended to a useful media sources for decades to come, with detailed information about every file. It is not simply a place to throw files so you can use them in a Wikipedia article. Volunteer time and energy is the single most limited resource on Wikimedia projects. When you upload files without proper descriptions and filenames, someone else has to take their precious time to correct them. It takes more time for them to correct them than it would have for you to do it right in the first place.
Categories alone are not sufficient - with over 100 million files on Commons, files need good categories, filenames, and descriptions for people to be able to make good use of them. (Categories are the least visible to people who aren't very familiar with Commons - they will mostly see filenames and descriptions.) Filenames are first thing that users see; they should be specific enough to distinguish it from other files in the same search results and categories. A good test is to ask "how many other files on Commons would fit this same filename?" If the answer is "none" or very close, it's probably a good filename. If the answer is "dozens" or "hundreds" or "thousands", it's not. If you look at my uploads, I choose filenames that uniquely identify that file, or are a numbered series with a few other files of the same subject.
Descriptions are equally important - they allow the user to confirm exactly what is in the file, and can give more information than the limited space of a filename. The default filenames and descriptions used on Flickr are almost never sufficient for the needs of Commons - you will almost always need to improve them when uploading files. Take a look at the descriptions for the files I upload. They provide all the essential information about the file - where and what, and any other pertinent details.
Taking a look at some of the recent files you uploaded:
It takes very little time to give a useful filename and description - no more than a minute per file. If you're not willing to do that basic task, then you aren't trustworthy enough to be uploading dozens of files a day. None of those other users you mention are doing the right thing either, and I do everything I can to get them to do better. I have had to block a number of users from uploading files for exactly the same reason as you. You cannot claim that you were not given a fair chance: I warned you multiple times that you needed to do better, and you ignored it.
I want to be able to unblock you. You clearly have the ability to be a useful contributor and upload files than are useful in all aspects - the categories you have added tell me that you are skilled at identifying rolling stock. But you need to earn back trust by showing that you are willing to do the required basic tasks. You've made good progress. I do still see some in your recent uploads that have name and/or description issues - File:Central Railroad of New Jersey 1524.jpg, File:DSC 0161 (2) - 50361305342.jpg, and File:148 loco.jpg (the last of which also needs the date corrected) are some examples. Given the number of files you uploaded (over 4,000, with over 1,000 in the last two weeks before your block), I would like to see substantial progress before you resume uploading. You've done a good job so far; I am lifting the block. I request that you continue to clean up your previous uploads, and I will check to ensure that you check for duplicates and add good filenames, descriptions, and categories to your new uploads.

It's not the editor's own file (when your comments would be relevant), it's an import from Flickr; where it was titled 'Knott's Berry Farm' and had the Flickr ID number '53378031996'. I'm perfectly happy to keep such imports under what is a simple restatement of their original names (spelling mistakes and all). Firstly, filenames here are non-meaningful. It's nice if they are, but we don't rely on this and we can't rely on it. Especially not when we're dealing with archive imports (and although Flickr has no librarian or archivist role, that's effectively what it is). This is why we have so many other descriptive systems overlaid on top of the names: Description text, categories, wikidata, structured data.
Secondly I really don't want to mess with imported names from archives because it makes tracking their links back so awkward. So if the archive called it 'Green train 98765' then that's what I'd keep calling it. Should we rename File:S72-55421.jpg?
There are exceptions: Category:Photographs from The Basingstoker @ Flickr is an import of 5,000 Flickr photos which were all given the title 'File:General Railway Pictures 2009 275.jpg', despite having useful descriptions on Flickr. Now that one was a mistake, and it's still a long and ongoing cleanup job. Better names were available to us for automated processing at the time and instead they were discarded altogether.
But otherwise, and as Lostplanet has been doing here, I'm absolutely fine with 'Knott's Berry Farm - 53378031996' and especially when they've categorized it into Category:Denver and Rio Grande Western 340, which is the most specific description that seems to be available to us. I appreciate your insights, but I firmly disagree. Good filenames are essential: they are the main information shown in searches, and the only information visible when looking at a category. Categories are not shown in search results, other categories are not visible when looking at a category, and they are at the very bottom of file pages. Good filenames, descriptions, and categories are essential for Commons to serve as a functional archive.
The file renaming guidelines (our de facto file naming guidelines) have 8 sub-criteria under criteria #2 ("To change from a meaningless or ambiguous name to a name that describes what the image particularly displays.") The 4th (only broad location) and 8th (inappropriate for specific context) are relevant to this example. With hundreds of images, Knott's Berry Farm counts as a "broad location". If we only had a few images of KBF, this file name would be acceptable, but the hundreds of images more specificity is required. The other examples I gave here are very clear cases of sub-criteria #1 (no information at all), #2 (only photographer or rights holder), and #7 (no relation to file content).
Flickr does not enforce any usefulness in filenames/descriptions, and most uploaders there do not provide useful filenames/descriptions. There is zero reason whatsoever to keep those useless filenames/descriptions when files are imported from flickr - we should not do our users a disservice just to match a system that does not aim to provide useful information. Tracing back links should be done with the file number in the source field/structured data - unlike filenames, that number is stable as long as the image is on Flickr. (Flickr2Commons, unlike UploadWizard, also puts the Flickr filename in the source field where it belongs.)
While the NASA filename isn't descriptive, it is part of an organized set with coordinated ID numbers (see criteria #4) from an archive that is maintained by professional archivists. It's not ideal (I think the longer filename available at the source would have been better), but it's not comparable to the non-organization of Flickr.   • I'm not against anyone changing the name of a file like this, if they can find some workable alternative that's really an improvement (we do have a problem with trivial changes that don't), but I wouldn't (as in this case) censure an editor for not changing the name from what we have here.
Categories are not shown in search results: Categories are shown (and it's important to have this), but search UI changes a while back worked to hide them pretty well.
