우정사업본부 홈페이지에서는 공공누리에 대한 언급을 하고 있지 않으며, 홈페이지 하단에 모든 권리 보유 표시가 있으므로 해당 파일에 별도에 허락 없이 공공누리를 적용하는 것은 무리가 있다고 생각됩니다. 이전에 영어 위키백과에서 관련 파일이 공정 이용으로 올라와 있었기에 질문을 남겨봅니다. --Namoroka (talk) 09:42, 28 May 2016 (UTC)[reply]

안녕하세요. 일단 해당 워드마크는 우정사업본부의 소관부처인 미래창조과학부 뉴스·알림 부문 밑에서 검색해서 찾을 수 있으며, 미래창조과학부에서 배포하는 보도자료는 전부 공공누리 저작물로 활용할 수 있습니다. (이번에 정부기가 바뀔 때에도 소관기관인 행정자치부 보도자료가 공공누리로 풀렸기 때문에 라이선스 문제 없이 올릴 수 있었습니다.) 이게 정부의 정책이 통일되어 있지 않은 것인지, 홈페이지 관리 문제인지 모르겠는데, 같은 자료를 배포하는 경우에도 어떤 사이트에서는 공공누리 언급이 있고 다른 사이트에서 없는 경우가 있지만, 일단 미창과부가 우정사업본부의 소관기관이므로 공공누리 라이선스를 적용할 수 있다고 판단했습니다.
또, 만일 공공누리 라이선스가 적용되기 힘들다 치더라도 코카콜라나 한화 그룹 로고처럼 단순 기하학 문양과 글자의 조합이므로 {{PD-textlogo}}{{Trademarked}}을 적용하는 것도 문제가 없을 것이라 생각됩니다만, 일단은 공공누리 라이선스를 사용해도 위키공용에서 사용하는데 문제가 없으므로 공공누리라고 올린 것입니다. 저는 저작권법 관련 전문가가 아니므로, 전문가의 법적 검토를 거쳐 라이선스를 수정할 필요가 있다면 수정할 수도 있습니다.

Thanks for your review on the copyright matters. I am not an expert on legal issues, so I could make a mistake or two while uploading images.
However, I would like to contest this warning, since there were reasons I believed File:Chungnam national university emblem.svg (and File:Chungnam national university emblem.png, two files are essentially the same) is safe to upload:
  1. There is another version of the emblem--File:Logo of chungnam national university.gif--which was uploaded seven years ago and has not been deleted since, so I deemed it was already reviewed and safe to upload a new version.
  2. Most importantly, the emblem does only consist a character (seal script of 大, an abbreviation of the word 大學, “university”) and a symbolic depiction of laurel around it (refer the image mentioned in claim #1), which obviously does not pass the threshold of originality. There are plenty of images of logos with such elements and still regarded safe in Commons: e.g. (1) File:Chuo.univ school badge.jpg, (2) File:Peking University seal.svg, (3) File:Hosei kisho.jpg, (4) File:Logo jp.gif and (5) File:Chibatech logo.png and many others (most of which are from Japan and China, since such practice is common in East Asian countries).
  3. Moreover, national universities in South Korea (sans UNIST and Seoul National) are unincorporated institutions directly regulated by the education ministry, therefore their symbols and trademarks will most likely fall under the category of government produced intellectual properties, which are public domain per the law (like most of logos and symbols of government ministries, see also Template:PD-South Korea). Usage of such images can be restricted on the basis of the representation of the institutions thereof, but irrelevant to the copyright status (see also: Template:Insignia). Yes, it is a delicate legal issue and ambiguity could arise whether those are truly in public domain since those institutions enjoy some degree of autonomy; granted I am not an expert to clearly mark the line between two. That was the reason I decided to play safe and not to mention such claim on the pages for the deleted file, only declaring the image is not beyond the threshold of originality through aforementioned claim number #2 which I believed enough to make it Commons.
Plus, I do not remember I have been previously notified and/or talked about similar copyright issues over files I have uploaded, so it is very regrettable to be warned for the _LAST_ time for the _FIRST_ time about such issue. There were debates and talks about files I have edited and/or uploaded, but most of those debates were since resolved and the charges were cleared, as you can confirm it through the links in previous sections.
Please review the claims I have made above: I strongly believe I am not without grounds to make such claims. I will not attempt to upload similar images in anyway before the decision is made, btw.

Sorry about the late response. Not sure how I missed your comment.
We're sadly understaffed on Commons, so sometimes we miss copyright violation. I've just nominated a few of the images you mentioned above for deletion; they never should have been on Commons. Or perhaps they are OK but the uploader doesn't properly explain why (e.g., the logos are old and their copyright has expired).
As for PD-South Korea, you very well may have a point. But the upload gave the rationale PD-textlogo, which is wrong. I was unaware of the South Korean government exemption; I just saw a logo which was incorrectly marked, and assumed copyright violation. Anyway, as you've noted, the issue is more delicate than it seems. Many states which do not copyright government works have exemptions whereby schools are permitted to copyright their content. So I would double check this before uploading.
