Sadly you got no notice of deletion, it's not mandatory to do so, and not all editors will add one when they tag the image. The editor who tagged your image obviously does not. Commons will never make any guesses at copyright. You put

So there is

  1. No date
  2. If the date is 18 January 1895, then maybe wrong license - depends where you got the image from. We need to verify the license is correct. I suspect it should be {{PD-old-assumed}}
  3. No way of proving the date
