Sadly you got no notice of deletion, it's not mandatory to do so, and not all editors will add one when they tag the image. The editor who tagged your image obviously does not. Commons will never make any guesses at copyright. You put

So there is
- No date
- If the date is 18 January 1895, then maybe wrong license - depends where you got the image from. We need to verify the license is correct. I suspect it should be {{PD-old-assumed}}
- No way of proving the date
If you have a web link of where the picture came from it would help. If you have the full newspaper page with the date that would help. Please ping when you reply or leave a note at User talk:Ronhjones Ronhjones (Talk) 16:26, 5 November 2018 (UTC)

After you emailed permission, you may replace the {{No permission since}} tag with {{subst:PP}} on file description page. Alternatively, you may click on "Challenge speedy deletion" below the tag if you wish to provide an argument why evidence of permission is not necessary in this case.
Please see this page for more information on how to confirm permission, or if you would like to understand why we ask for permission when uploading work that is not your own, or work which has been previously published (regardless of whether it is your own). The file probably has been deleted. If you sent a permission, try to send it again after 14 days. Do not re-upload. When the VRT-member processes your mail, the file can be undeleted.
